Mini Reg YF20 TBX extremely close pass and cuts right across my front wheel

Riding along Mere Road heading towards Walton-on-the-Hill, I was adjust eating a gel when a Blue Mini, Reg YF20 TBX passed so close on my right, it nearly brushed my right arm that I was using to eat my gel. He then cut right across my front wheel and drove off. Caught up with him 200 yards up the road, seemingly the urgency was for a parking space.
