Failure to Give Way

Riding downhill I was aware of a cross street over which I had priority. The driver of a small blue car came straight out of this road without slowing or apparently looking for traffic and crossed in front of me. She seemed unconcerned at nearly colliding with me. I wonder why they paint those lines across juntions?.
