Is this legal – KN24 VMK in mandatory cycle lane

I was cycling on this cycle lane in Ashton-Under-Lyne and I didn't notice until I was rather close that the cycle lane was blocked, luckily I could merge with the traffic as it was going slowly. I would have welcomed a sign to warn me the lane would be blocked further ahead.
